Jude Kelly, Artistic Director of Southbank Centre, and Joyce Wilson, Director of Combined Arts and Capital Arts England, set the scene surrounding the first-ever commissioning fund for disabled artists and disability-led work to feature as part of the Cultural Olympiad.
